Issues sending HTML email using .html file template

I’m having some issues sending an email using a preconfigured html file containing images and CSS.

The email sends without issues containing the images embedded as attachments however none of the css applies with loading in Outlook. I have tried adding it to the head of the powershell message as well as inline but nothing appears to work

How do I get all of the css applying when viewing in outlook? If anyone has an example of a basic email using css and images sent over powershell email that would be appreciated to see.
