Need to set up Out of office only for external users for all users in O365. I tried setting up remote domain but it is not working for external users

Please help me with the detailed steps with screenshots

Do you want to enable/send external OOF to external recipients? If so, you could refer to YukiSun’s answer to configure external OOF: https://docs.microsoft.com/en-us/answers/questions/539453/oos-setup-for-users.html

If you want your users to be only able to send external OOF messages? If so, you could create a transport rule which is like the following to block the internal OOF:

What version of Outlook are you running. I usually get my users to set it up via OWA

Out-of-office (OOF) can be set via Outlook or OWA but replies to external senders depend on setting one for internal user. A transport rule can be used to disable delivery of OOF autoreplies to internal users as outlined by Ivan, which I thought answered this question quite well but then the related details were removed from the question.
