How to control print/paper in my organization.

Controlling it is one thing. You can monitor it and somewhat manage it though with software like Papercut.

In the end, the only real way to control paper and printing is to go paperless. Then take everyone’s printers away.

What do you mean by control print/paper ? Do you want to only allow specific users to print to specific printers only allow a type of paper to be used ?

We use papercut for printer management, but beyond that, your post is entirely unhelpful as to what exactly you wish to accomplish.

What kind of printers do you have? And how many?
Are you trying to limit who has access to these printers? Or limit the number of pages printed?
