Probably an unpopular opinion amongst my peers, but @roger-knowbe4 once argued here (https://community.spiceworks.com/t/how-phishing-and-swatting-will-likely-be-finally-ended/) that “pervasive, assured identity” is probably the only thing that can seriously take a bite out of the crime enabled by a fully-anonymous internet. Obviously the devil would be in the details and it’s hard to imagine the pieces coming together in the one permutation that’s both private/anonymous-enough, safe from abuse, but identity-discoverable. But I think about that idea a lot.
