You can certainly try, depending of what was the server type you might want to restore files only and do the system from scratch. I am going to dig my KB to provide an option on how to restore a WindowsImageBackup from Physical to VM. It at least needs to be more or same space as it was before physically.

It can be done, but not easily. VHD’s from Windows Backup don’t include Boot information. If you still have access to the OS at all, the best method is to use Disk2vhd or restore from a bare metal backup system like Acronis (which includes backup of boot information).

If you’re using Windows Backup, your best bet is to install the same OS as the backed up server into a guest/VM instance, then use that guest to restore from the backup (similar to how you’d handle using the backup on bare metal).

You should be ok.

You want to do a bare metal restore using your backup.

Basically, create a new VM, then boot to the installation ISO. Follow the prompts to do a bare metal install.

Here’s a script that you can look at which does it! PowerShellCookbook/Chapter 05 - Manging Backup/Recipe 5-6 - Backup and perform BMR.ps1 at master · doctordns/PowerShellCookbook · GitHub

it all depends, sometimes it does work. Here is how to do it and steps to troubleshoot:
