Repro Steps

Start WSL after host machine boot. Slow boot happens maybe one in five times.

This started in December 2025., maybe after a Windows 11 update. I've been unable to find any causal factors.

Expected Behavior

Expected behaviour is a boot to command prompt in 6 to 8 seconds:
