Members of Virginia’s General Assembly announced Friday that they are forming an Asian American and Pacific Islander Caucus in order to work for legislation and law enforcement policy that will better protect and support the state’s AAPI community.<\/p>\n

The announcement coincides with the #StopAsianHate day of action<\/a>, a national day of healing and action in response to\u00a0the March 16 shootings in Atlanta that killed eight people. Six of the victims were identified as Asian and seven were women. At least four of those killed were of Korean descent.<\/p>\n

Activists are pointing out that while violence against Asian Americans has spiked during the COVID-19 pandemic, anti-Asian hate and\u00a0sexualized violence against Asian women is not new, and there’s a deep history of it across the U.S.<\/p>\n

In Virginia, there have been at least 49 incidents of anti-Asian hate<\/a> over the past year \u2014 including verbal and physical assaults \u2014 though, that number is thought to be underreported. (Regionally, that number is closer to 140<\/a>.)<\/p>\n

The founding members of the new caucus joined together for a virtual announcement Friday morning, at times fighting back tears while sharing the vision they have for the legislative group.<\/p>\n

The founding members include State Sen. Ghazala Hashmi (D-Chesterfield),\u00a0Del. Mark Keam (D-Fairfax), Del. Kathy Tran (D-Fairfax), Del.\u00a0Kelly Convirs-Fowler (D-Virginia Beach), and Del. Suhas Subramanyam (D-Loudoun).<\/p>\n

Keam, who in 2009 became the first\u00a0Asian-born immigrant elected to any state office in Virginia, said one of the first areas the caucus will focus on is language access.<\/p>\n

“We still have a lot of our population that are still dependent on their native language, not English,” Keam said at Friday’s announcement. “Having language assistance is very important, especially when it comes to a basic right like voting.”<\/p>\n

The caucus will also focus on ensuring that local law enforcement agencies and the judicial system work to eradicate anti-Asian hate crimes; and that laws aim to create more business and economic opportunities for AAPI residents.<\/p>\n

Tran shared stories of her 8-year-old son dealing with racist comments at school and having to confront discrimination at such a young age. She also expressed the heartbreak she felt in the wake of the Atlanta shootings and other violent incidents over the past year.<\/p>\n

“It’s as if we have been so othered that we’re at the point that we’re dehumanized, and you could be cruel against us, you can be a bully against us,” Tran said, “because nobody is going to stand up to help us.”<\/p>\n

The five caucus members say they have a lot of work ahead of them, but they plan to partner with other members of the General Assembly, including the existing Latino and Black caucuses, to pass legislation and stop anti-Asian hate.<\/p>\n

“It’s not enough for us to just be represented, it’s not enough for us just to be seen,” Keam said. “It is critical that we pass our views and our viewpoints into the law so that our commonwealth’s laws and policies reflect that diversity.”<\/p>\n","paginatedContent":[],"excerpt":"

Maryland Gov. Larry Hogan announced the creation of an Asian American hate crimes workgroup amid an increase in anti-Asian violence nationwide.<\/p>\n

Hogan said that while violence against Asian Americans has spiked during the COVID-19 pandemic, anti-Asian hate and sexualized violence against Asian women is not new, and there\u2019s a deep history of it across the U.S. Between 2019 and 2020 all hate crimes in America’s 16 largest cities decreased by 7 percent,\u00a0 but there was a 150 percent increase in anti-Asian hate crime, according to data from the Center for the Study of Hate and Extremism.<\/a><\/p>\n

“That hit close to home for me and my family,” Hogan told reporters Friday. “Like so many of their fellow Asian Americans, my wife and our three daughters have had to contend with some of this throughout their lives.”<\/p>\n

Hogan, while standing next to his wife Yumi Hogan, who is Korean American, said he’s taking action to protect the Asian American communities in the state. He’s asking the Maryland State Police and other law enforcement agencies to increase patrols and provide additional protection for those in Asian American communities, issuing announcements about protecting Asian-owned businesses from attacks, and encouraging those with information about anti-Asian hate crimes to come forward.\u00a0 He also appointed former U.S. Attorney for Maryland Robert Hur, who is Korean American, to chair the workgroup.<\/p>\n

“As an Asian American I am so grateful for Governor Hogan and the first lady for focusing intention on the important issues of bias and violence against members of the Asian American communities,” Hur said. “I am now concerned for my parents’ safety and the safety of other members of my family on the basis of their physical appearance.”<\/p>\n

The makeup of the remaining members of the workgroup is still being decided, Hur said. He added that he expects the group will have tough conversations about why hate based incidents go underreported and how Asian communities interact with other communities in the state.<\/p>\n

Yumi Hogan said she’s heard from a number of Asian Americans in the state, including many of her friends and family, and wants to make sure this doesn’t happen to future generations.<\/p>\n

“We had a family Zoom with everyone just pouring out and telling us all the stories of all the things that have happened to them throughout their lives,” Gov. Hogan said.<\/p>\n

Last month, Hogan and the first lady visited Korean American businesses in Ellicott City to hear about their security concerns. Hogan said at least 10 people came up to him to share their stories of violence committed against them.<\/p>\n

“Many of these people didn’t report these crimes…but a lot of times these are first-generation immigrants and they didn’t think anyone would do anything,” Hogan said. “They kept it to themselves…and some of it is cultural.”<\/p>\n

Virginia is also working on ways to better serve the Asian American community. Last month, state lawmakers began an\u00a0Asian American Pacific Islander caucus<\/a> to work on legislation and law enforcement policy that will protect these groups.<\/p>\n","paginatedContent":[],"excerpt":"

On Thursday, lawmakers in the Rules Committee for the House of Delegates voted 18-0 in favor of a joint resolution to designate November 22 as Kimchi Day in Virginia. The day would officially commemorate the spicy, fermented vegetable dish \u2013 which is also celebrated as a national holiday on that same day in South Korea.<\/p>\n

While the resolution still has to pass the House floor, the vote has likely cleared the way for it to move towards passage as soon as next week when it makes its way to the uncontested calendar.<\/p>\n

The proposal was first introduced<\/a> by Irene Shin, who represents the 86th district for the House of Delegates in Virginia.<\/p>\n

\u201cI think it’s fantastic that we’re starting to celebrate the cultural diversity and the heritage that makes our society and our Commonwealth so great today,\u201d said Shin in an interview with DCist\/WAMU.<\/p>\n

Shin is a daughter of immigrants, and this year was the first Korean-American woman to be elected into Virginia\u2019s House of Delegates. She says introducing the holiday is one way to celebrate Northern Virginia\u2019s thriving immigrant communities \u2013 particularly those of Asian descent.<\/p>\n

\u201cWe are home to one of the largest Korean populations in the country. The communities of Annandale and Centreville in Northern Virginia are vibrant and bustling population centers and hubs,\u201d said Shin during Thursday’s session with the Rules Committee.<\/p>\n

The resolution also received support from community leaders, who testified that commemorating the holiday is one way to recognize their impact on Virginia\u2019s economy.<\/p>\n

\u201cI support this resolution and the designation of November 22 as Kimchi Day in Virginia as a testament to the contribution of Korean-Americans to the economic development of the Commonwealth,\u201d said Dr. John Kim, the former president of the Korean American Society of Greater Richmond. \u201cAs well as their contribution to the rich and diverse culture and culinary traditions, which makes Virginia one of the top destinations in America and also one of the most dynamic economies in the nation today.\u201d<\/p>\n

For Shin, the rising popularity in kimchi is an indicator of the Commonwealth\u2019s increasing diversity.<\/p>\n

\u201cWhen I was growing up, kimchi used to be something that we ate in our household almost every single day,\u201d said Shin. \u201cIt was a very strange food to my friends who would come over and they’d be like, \u2018What is this?\u2019 And now I can go to Trader Joe’s or Costco and I can buy kimchi.\u201d<\/p>\n

According to recent data from the 2020 Census<\/a>, Fairfax and Loudoun counties are home to roughly 235,000 and 90,000 people who identify as Asian. Those numbers have increased since 2010 by about 45,000 and 44,000, respectively. In Fairfax County alone, immigrants \u2013 or foreign born people \u2013 make up more than 31% of the population<\/a>.<\/p>\n

Among the Kimchi Day resolution\u2019s co-patrons was Delegate Mark Keam, who himself is an immigrant and the first Korean-American elected to Virginia state office. In a separate session earlier in the day, Keam remarked on the importance of celebrating cultural events.<\/p>\n

\u201cThe coincidence of Lunar New Year and Black History Month starting on the same day this year \u2013 I believe is very symbolic and significant for the Commonwealth of Virginia,\u201d said Keam, who represents Virginia\u2019s 35th District. \u201cToday\u2019s Virginia is not as clear cut as a black-and-white Virginia.\u201d<\/p>\n

He says Virginia\u2019s changing demographics have paved the way for the first Asian American Pacific Islander caucus.<\/p>\n

\u201cBecause we now have so many of us in this chamber, we formally formed ourselves an Asian-American Pacific Islander Caucus for the first time in the Commonwealth’s history,\u201d said Keam during his speech on the floor.<\/p>\n

As a member of the caucus, Shin sees Kimchi Day as a platform for other key bills. She hopes it will help them gain steam on the \u201cVirginia Statute on Religious Expression,\u201d or HB1063<\/a>. She says it would bolster the Commonwealth\u2019s protections to include religious symbols, garments, and other displays.<\/p>\n

\u201cYou cannot be discriminated on the basis of what your outward expression of that religion is,\u201d said Shin. \u201cIt’s about making sure that we’re redefining what it means to be American, what it means to look American, right?\u201d<\/p>\n

While Shin and the AAPI Caucus are prioritizing heavy legislation, the junior lawmaker can\u2019t help but feel elated to work on making Kimchi Day a reality.<\/p>\n

\u201cI certainly hope it will catch folks’ attention,\u201d said Shin. \u201cI’m happy to have opportunities to bring a little joy and lightheartedness into this very serious work that we do.\u201d<\/p>\n

To celebrate, Shin says she\u2019s thinking about bringing kimchi into the state capitol for her colleagues who\u2019ve never tried it before.<\/p>\n","paginatedContent":[],"excerpt":"

More than 100 people protested anti-Asian violence in downtown D.C. on Wednesday night, blocking streets near Chinatown as they called on the city to disband a police unit that activists say has failed to address issues in the Asian community.<\/span><\/p>\n

The vigil and march happened a day after shootings at three spas in Georgia left eight people dead, including six Asian women. The shootings happened amid a <\/span>national surge in hate crimes targeting Asian people<\/span><\/a>, which advocates say are driven by xenophobia and a desire to find scapegoats for the COVID-19 pandemic.\u00a0<\/span><\/p>\n

The local activists gathered at Chinatown’s iconic Friendship Archway and marched north to the Washington Convention Center, demanding along the way that the Metropolitan Police Department disband its Asian Liaison Unit, a team of officers the city says is dedicated to addressing public safety needs in the Asian community.\u00a0<\/span><\/p>\n

The 25-year-old team is responsible for providing translation services and performing outreach. But organizers with\u00a0<\/span>Total Liberation Collective, a group started last year that provides mutual aid and education resources in the District, said the presence of police does not make people feel safer.<\/span><\/p>\n

“It is proven time and time again that the presence of police does not prevent crime,\u201d said River Chen, an organizer.\u00a0\u201cWhere were the police yesterday?”<\/p>\n

The Metropolitan Police Department did not immediately respond to a request seeking comment Wednesday night.\u00a0<\/span><\/p>\n

Danielle Kwon, a 25-year-old Korean American, said she feels resources spent on D.C. police could be directed toward addressing issues such as providing affordable housing. She noted the protest was held in Chinatown, an area that has gentrified over the last two decades, <\/span>leading to the displacement<\/span><\/a> of Chinese American residents and businesses.\u00a0<\/span><\/p>\n

Disbanding the Asian Liaison Unit is one part of <\/span>defunding the police<\/span><\/a>, said Kwon, who carried a hand-written banner that read in Korean, “Police do not prevent harm, we keep us safe.”<\/span><\/p>\n

\u201cWe know, as Asian Americans, that the state and the police, are not there to keep us safe,\u201d she said. \u201cThat time and time again, whether it\u2019s through imperialism abroad or through police violence here, that they don\u2019t keep us safe.\u201d<\/span><\/p>\n

Kwon, who grew up in a Georgia suburb, said the violence hit close to home.\u00a0<\/span><\/p>\n

After the shootings Tuesday, she said she called her mother and learned her father worked at a gas station decades ago in Acworth, Georgia where one of the spas is located. She said she learned a group of white men once pulled a gun and directed slurs at her dad while he was working.\u00a0<\/span><\/p>\n

\u201cThis morning I think I was bouncing between feeling very numb and just shock,\u201d she said.\u00a0<\/span><\/p>\n

Janet Namkung, another organizer with Total Liberation Collective, called attention to the racism and misogyny Asian women face. Earlier in the day, the suspect in the Atlanta spa shootings told police he had a “sexual addiction” and wanted to eliminate temptation.<\/p>\n

“They’re fetishizing our women and getting them killed,\u201d she said. \u201cI\u2019m here for the Asian women who have time and time again, experienced never-ending harassment with the ‘love you long time,’ ‘happy ending’ and being told how much they love you for being domesticated, exotic.\u201d<\/p>\n

In addition to dissolving the Asian Liaison Unit, activists also called on D.C. schools to require Asian American and Black history as part of the curriculum, and urged unity among Asian and Black communities.<\/span><\/p>\n

Asian activists acknowledged their community\u2019s history with Black Americans is fraught.<\/span> The day of the Atlanta shootings was also the 30th anniversary of the killing of Latasha Harlins, a 15-year-old Black girl who was shot by Soon Ja Du, a Korean shop owner in Los Angeles, speakers said. The shooting and Du’s lenient sentence has been cited as one catalyst of the 1992 Los Angeles riots that destroyed many Korean businesses.\u00a0<\/span><\/p>\n

Recently, perpetrators of several highly publicized attacks on elderly Asian Americans were identified by authorities as Black, leading some Asian people to request heavier police presence in their neighborhoods. Black Lives Matter activists say that undermines efforts to defund the police.<\/span><\/p>\n

There have also been local conflicts<\/a> between D.C.’s Black and Asian communities.<\/span><\/p>\n

At the rally, activists emphasized that rebuilding trust and establishing solidarity with Black Americans was key to addressing white supremacy.<\/span><\/p>\n

\u201cOur struggles are not the same, but they are connected,\u201d said Nathan Park, a Korean American.<\/span><\/p>\n

Janae Brown, a Black woman who attended last year\u2019s Black Lives Matter protests, said she did not need to have a personal connection to the shootings in Atlanta to join Wednesday\u2019s events.<\/span><\/p>\n

\u201cI don’t like the narrative that, \u2018Oh, because I have Asian friends, I need to come out and speak against it,\u2019\u201d she said. \u201cWrong is wrong.\u201d<\/span><\/p>\n

The District, Maryland and Virginia have recorded 140 instances of discrimination<\/a> toward Asians since last March, including verbal harassment and physical assault, according to a report from Stop AAPI Hate, a coalition of groups representing Asian American and Pacific Islanders.\u00a0\u00a0<\/span><\/p>\n

In one instance, a woman from Annandale, Virginia was on a Metro escalator when a man accosted her and her boyfriend, pretending to cough on them and shouting a racial slur, the report said. In another, a student in College Park, Maryland said a professor parroted former president Donald Trump as he spoke about the public health response to COVID-19, referring to it as the \u201cChina Virus.\u201d\u00a0<\/span><\/p>\n

Across the country, there have been a total of 3,795 reported instances of harassment and violence toward Asian Americans in the last year, according to the report. Sixty-eight percent of people who filed a report were women.<\/span><\/p>\n

The documented instances of harassment and violence are believed to represent just a fraction of the discrimination Asians have endured in the last year, according to the coalition, which started tracking the abuse after increasing xenophobia toward Asians at the start of the pandemic.<\/span><\/p>\n

Brittany Tabora, an organizer with Anakbayan D.C., a group of Filipino youth in the U.S. that advocates for democracy in the Philippines, said she is still processing the violence that unfolded this week.<\/span><\/p>\n

\u201cI feel so much grief and so much rage,\u201d she said. \u201cAnd this is only one incident of a long string of anti-Asian violence that\u2019s engrained in this country\u2019s history.\u201d\u00a0<\/span><\/p>\n

After the coronavirus reached the country with full force last March, Amy Zhai worried about leaving her house for daily walks. The high school student feared not only the deadly virus but also her physical safety as a young Chinese American woman.<\/span><\/p>\n

Former President Donald Trump called it the \u201cChinese virus.\u201d Reports of anti-Asian violence and discrimination started rising across the country as people sought to find scapegoats for the pandemic.\u00a0 The attacks alarmed Zhai, a 12th grade student at Richard Montgomery High School in Rockville, Md.\u00a0\u00a0<\/span><\/p>\n

\u201cI just felt so unnerved when we would walk by someone,\u201d she said. \u201cI just ended up not leaving the house for three months.\u201d\u00a0<\/span><\/p>\n

More than a year later, as campuses gradually reopen, Zhai said some Asian American students in Montgomery County Public Schools are worried they will face bullying from other students about the virus if they return to classrooms. One student said she is forgoing in-person learning because of it.\u00a0<\/span><\/p>\n

Discrimination and racist violence against Asian people have risen across the country in the last year. Fears were heightened last week after eight people, including six Asian women, were fatally shot at spas in Atlanta.\u00a0\u00a0\u00a0<\/span><\/p>\n

The Montgomery County school system issued a statement in February condemning the harassment and bullying Asian American students have faced during the pandemic. And after the shootings, Superintendent Jack R. Smith and Board of Education President Brenda Wolff urged parents and students to report any hateful behavior.\u00a0<\/span><\/p>\n

Still, some Asian students in Montgomery County, a racially diverse and progressive D.C. suburb, lamented the school system did not do or say more in the days after the shootings.\u00a0<\/span><\/p>\n

At the same time, some Asian American students say the rise in anti-Asian hate and the conversations spurred by the Black Lives Matter protests last year, has prompted them to reflect on their own racial identity. Some are delving into their personal histories and researching issues affecting Asian communities, topics they say get short shrift in American public education.<\/span><\/p>\n

Zhai, who is co-president of the newly formed Asian American Progressive Student Union, said the school system offers many clubs where Asian students can celebrate their culture and heritage. But she said conversations about violence and discrimination have been overlooked.\u00a0<\/span><\/p>\n

\u201cThis type of ethnic scapegoating hasn\u2019t happened to us in all of our lifetimes as students,\u201d the 18-year-old said. \u201cIt\u2019s strange to be going through this for the first time, and I don\u2019t think it\u2019s going to be the last time.\u201d\u00a0<\/span><\/p>\n

Worries about safety<\/strong><\/h4>\n

Zhai has started taking walks along the canal near her house again, but she is more vigilant about her surroundings and braces herself for the possibility of verbal harassment.\u00a0\u00a0<\/span><\/p>\n

\u201cI always mentally prepare myself that if someone says something to me, I can have a quick rejoinder,\u201d she said. \u201cI worry about \u2026 physical assaults, especially if I\u2019m walking alone or with my mother, especially since these attacks are gendered.\u201d<\/span><\/p>\n

Stop AAPI Hate, a coalition of groups representing Asian Americans and Pacific Islanders, received nearly 3,800 reports of harassment and violence toward Asian Americans in the last year. Nearly 70 percent of people who submitted a report were women.\u00a0<\/span><\/p>\n

The group<\/span> logged 140 incidents<\/span><\/a> across D.C., Maryland, and Virginia — including at least one report of a professor echoing Trump\u2019s racist rhetoric. Local Asian American business owners have reported<\/span> months of racist violence and verbal harassment<\/span><\/a>.\u00a0<\/span><\/p>\n

In the weeks before schools closed last year, Alanna Li said a few classmates at Thomas S. Wootton High School in Rockville called her \u201ccorona.\u201d <\/span>\u00a0<\/strong>On social media, she has come across posts from other students making jokes about Chinese people, as well as perpetuating stereotypes that fetishize Asian women. She started noticing neighbors glaring at her during runs.<\/span><\/p>\n

More than 14 percent of students in Montgomery County Public Schools are Asian, according to school system data. At Wootton, which sits in a part of the county with a large Chinese population, more than 37 percent of students are Asian.\u00a0<\/span><\/p>\n

Large numbers of Asian students also attend schools in Northern Virginia. In Fairfax County Public Schools, the state\u2019s largest school system, <\/span>nearly 20 percent of students are Asian<\/span><\/a>. In Loudoun County, 24 percent of public schoolchildren are Asian.\u00a0\u00a0<\/span><\/p>\n

\u201cWhen people go to a largely Asian school, it makes them almost less vigilant about issues that affect the Asian American community,\u201d Li said. \u201cThey can say, \u2018oh, I have Asian friends and so therefore I\u2019m not racist.\u2019\u201d<\/span><\/p>\n

She plans on sticking with virtual school for as long as possible.\u00a0<\/span><\/p>\n

\u201cI\u2019m not a fan of online learning,\u201d Li said. \u201cBut I think it\u2019s almost better because I\u2019m removed from a community that could potentially harm me.\u201d\u00a0\u00a0<\/span><\/p>\n

Claire\u00a0<\/span>Gelillo, a senior at Richard Montgomery who is Filipina and white, said she has always wondered how others perceive her. Some people assume she is Latina and others view her as fully white.<\/p>\n

\u201cThat\u2019s sort of always been an identity thing for me — wondering the way the world sees me, just out of my own curiosity,\u201d the 18-year-old said.\u00a0<\/span><\/p>\n

But now Gelillo fears the way other people see her could lead to violence.<\/span><\/p>\n

\u201cThat internal questioning has become part of my personal safety in a way that\u2019s never been before,\u201d she said. \u201cI\u2019m fearful that if I go out in public and a certain person perceives me as an Asian person, that they would want to commit an act of violence against me.\u201d\u00a0<\/span><\/p>\n

Looking ahead<\/strong><\/h4>\n

As more students prepare to return to in-person instruction in the fall, schools should start planning to address the racial trauma young people have endured, said Akil Vohra, the executive director of Asian American LEAD, which supports underserved Asian American students in the Washington region.\u00a0<\/span><\/p>\n

The organization has focused on bolstering mental health support to students during the pandemic, according to Ari Pak, the programs director of Asian American LEAD. Staff members are checking on students more frequently, meeting with them individually or in small groups at least twice a month.\u00a0<\/span><\/p>\n

Pak said students are dealing with layers of trauma from the cumulative stress of distance learning, the pandemic, financial uncertainty and worries about violence\u00a0<\/span>against Asian people.<\/span><\/p>\n

\u201cThese pieces are all individual traumas that our youth are internalizing and processing,\u201d Pak said.<\/span><\/p>\n

A<\/span> recent study<\/span><\/a> from the University of Maryland, Baltimore County found Chinese American families are experiencing extremely high rates of racism and discrimination related to COVID-19.\u00a0<\/span><\/p>\n

Researchers surveyed or interviewed more than 500 Chinese American parents and their children. They found nearly everyone had experienced or witnessed racial discrimination against Asian American people at least once throughout the pandemic. One in four people reported witnessing racial discrimination every day.\u00a0<\/span><\/p>\n

This has led to higher rates of anxiety and depressive symptoms among Chinese American youth, according to Charissa Cheah, a psychology professor at UMBC who led the research.\u00a0<\/span><\/p>\n

\u201cMy hope for highlighting this part of the study is for parents to know that they need to be more proactive in talking to their children about what\u2019s happening,\u201d she said.\u00a0<\/span><\/p>\n

Many young Asian American activists have aligned themselves with the Black Lives Matter movement and organized with Latino peers to advocate for immigrants, Cheah said. Now more Asian American students are speaking up and educating classmates and teachers about anti-Asian discrimination.<\/span><\/p>\n

\u201cWhat we\u2019re seeing now is this sense that there is a need to have initiatives that are focused specifically on Asian American experiences because our voices have been invisible for so long,\u201d she said.\u00a0<\/span><\/p>\n

Aryani Ong, founder and co-director of the advocacy group Montgomery County Progressive Asian American Network, said she is helping plan a series of virtual listening sessions where students can express concerns and make suggestions about addressing anti-Asian sentiment in the community.<\/span><\/p>\n

Ong, a former civil rights attorney, said educators should check on students and ask what they need to feel safe.\u00a0<\/span><\/p>\n

\u201cThat\u2019s a precondition before they can learn,\u201d she said.\u00a0<\/span><\/p>\n

\u2018No one talked about it\u2019<\/strong><\/h4>\n

Kelly Ji has participated in class discussions about the sexualization of women. She has called on the county to remove police officers in schools, a common demand among Black Lives Matter activists who argue Black and Brown children are over-policed in schools.<\/span><\/p>\n

But even as she advocated for others, the 16-year-old said it was not until recently that she began thinking critically about her place in the world as an Asian American.\u00a0<\/span><\/p>\n

\u201cEven though I was racially woke or actively looking for justice, I was kind of denying the people around me,\u201d Ji said of living in a heavily Asian community. \u201cBut as anti-Asian hate crimes pick up and as I feel more a part of that just because of how people perceive me, I have to figure that out.\u201d\u00a0<\/span><\/p>\n

Growing up, the 11th grade student at Wootton said she avoided interests she thought would make others perceive her as a \u201cstereotypical\u201d Asian person. She \u201cwanted to be white.\u201d\u00a0<\/span><\/p>\n

That started to change in high school. After her family experienced a racist encounter on vacation more than a year ago, and amid the country\u2019s racial reckoning, Ji said she is learning to be proud of her community and advocate for it.<\/span><\/p>\n

The teenager started noticing her classes never offered opportunities to talk about the spike in anti-Asian violence. After the shooting last week, she said her teachers did not check to see how students were feeling, as some did in the aftermath of other national tragedies, including the insurrection at the U.S. Capitol.\u00a0<\/span><\/p>\n

\u201cNo one talked about it,\u201d she said.\u00a0<\/span><\/p>\n

Derek Turner, a spokesperson for Montgomery County Public Schools, said in an emailed statement that discussions about bias and violence in schools is critical. The school system sent a newsletter earlier this week that included resources for staff members to talk with students about anti-Asian racism.\u00a0\u00a0<\/span><\/p>\n

\u201cWe as a school system have a responsibility to find new ways to address it with our students,\u201d Turner said.\u00a0<\/span><\/p>\n

But conversations about the shootings were also absent from Paris Ye\u2019s virtual classes at Richard Montgomery. The 10th grade student said she is accustomed to having people overlook anti-Asian racism.\u00a0<\/span><\/p>\n

\u201cIt still feels a little bit weird for me to talk about these things or be asked about these things because I never am,\u201d Ye said. \u201cThat\u2019s probably something we need to change, and we probably need to be having these conversations in classes.\u201d\u00a0<\/span><\/p>\n

It was not until recently, after joining the Asian American Progressive Student Union, that Ye began learning about Asian American activism and solidarity between Asian and Black communities — topics she has never encountered in school curricula. The student group has also led discussions on colorism and beauty standards.\u00a0<\/span><\/p>\n

After the shootings in Georgia, Ye said it was strange to see violence against Asian people gain national attention. She questioned why it took so long for many people to start paying attention when the coronavirus pandemic has exacerbated anti-Asian sentiment over the last year.\u00a0<\/span><\/p>\n

\u201cHaving it in the spotlight now really shows how it never really was before,\u201d she said. \u201cIt makes me sad that it has to get this bad for it to really be in the general conversation \u2026 it feels like it\u2019s so late.\u201d\u00a0<\/span><\/p>\n","paginatedContent":[],"excerpt":"

Giant pandas are coming back to U.S. zoos — starting with the San Diego Zoo. And D.C. could be next, a Chinese official hinted this week.<\/p>\n

Pandas have been China’s most popular diplomats<\/a> for decades: in 1972, the Smithsonian’s National Zoo received its first pair following Richard Nixon’s historic visit to the Communist nation. Since then, giant pandas have been one of the zoo’s top attractions — so much so, that these cute, furry, bamboo-eating bears have become entwined in D.C.’s identity, even emblazoned on Metro fare cards for years.<\/p>\n

It was a teary goodbye for many locals when Mei Xiang, Tian Tian, and Xiao Qi Ji left the National Zoo for China<\/a> last November, after the lease for the animals expired and was not renewed. D.C. wasn’t alone: pandas were recalled from all four U.S. zoos that had them. China watchers said it was a reflection of the rocky diplomatic relationship between the two global powers — at its lowest point in years.<\/p>\n

This week, the San Diego Zoo announced<\/a> it has inked a deal with the China Wildlife Conservation Association to bring pandas back. Then, at a press conference Thursday<\/a>, a Chinese foreign ministry spokesperson suggested D.C. could be one of the next zoos in line.<\/p>\n

“We learned that relevant Chinese authorities have signed new agreements with Zoo Madrid of Spain and San Diego Zoo of the U.S. on cooperation on giant panda conservation. There is ongoing consultation with the National Zoo in Washington D.C. and Sch\u00f6nbrunn Zoo in Austria on new giant panda cooperation,” said Mao Ning, the spokesperson.<\/p>\n

“We hope that the new round of international cooperation on giant panda conservation between China and relevant countries will further enrich scientific research in protecting giant panda and other endangered species, and forge closer bonds between our peoples,” Mao added.<\/p>\n

Relations between the U.S and China seemed to improve<\/a>, following a meeting in mid-November last year between President Biden and President Xi Jinping of China. At a dinner after the meeting, Xi said pandas had long been “envoys of friendship” between the countries, and said China would “do our best” to bring the animals back.<\/p>\n

Brandie Smith, director of the National Zoo, confirmed in a statement that the zoo is in discussions with China. “It\u2019s always been our intention and hope to have giant pandas at the zoo in the future and continue our research here and conservation work in China,” said Smith. “After 52 years of success, we remain committed to giant panda conservation.”<\/p>\n

Indeed, while the Panda House is empty, the zoo is spending $2.5 million redoing the habitats, in hopes of someday soon welcoming giant pandas back.<\/p>\n","paginatedContent":[],"excerpt":"

Local governments face hundreds of millions in lower property tax collections after a state agency missed a key mailing deadline.<\/p>\n

Maryland’s Department of Assessments and Taxation failed to mail about 107,000 updated property tax assessments before the deadline at the end of last year, according to senior state lawmakers. Left unfixed, county governments might receive a quarter of a billion dollars less in anticipated property tax revenue over a three-year period.<\/p>\n

News of the error trickled out to key lawmakers and county leaders late Tuesday night.<\/p>\n

“We haven’t gotten to the absolute details yet,” said Senate Budget and Taxation Committee Chair Guy Guzzone (D-Howard) on Wednesday. “We know it exists. We know there was a mistake made. We know that it’s significant. We rely on the assessments to be accurate and in all cases, right and so, they need to be accurate period.”<\/p>\n

The State Department of Assessment and Taxation reviews property values on a triennial basis. Each county and Baltimore City is effectively split into thirds. Every year, one third of each jurisdiction is assessed with the property values phased in over three years.<\/p>\n

There are roughly 2.3 million residential properties in the state. This figure does not include commercial properties, railroads or land owned by public utilities, which are also taxed but assessed annually.<\/p>\n

This year, residential properties saw a nearly 26% increase in assessed value over the current value. Assessments on commercial properties during the same period increased nearly 18%.<\/p>\n

In a statement provided to Maryland Matters Wednesday evening, SDAT’s director, Michael Higgs, explained what went wrong but vowed that property owners would receive their assessment notices soon.<\/p>\n

“SDAT utilizes the services of the State’s preferred vendor, the League for People with Disabilities, for the printing and mailing of these reassessment notices, which are typically sent in the final days of December each year,” Higgs said. “This year, SDAT learned of an error in the League\u2019s process that resulted in approximately 107,000 notices not being sent. The League has since resolved the error and the missed recipients will receive notices in the coming weeks.”<\/p>\n

Many lawmakers still have not been fully briefed on the problem.<\/p>\n

“We are very concerned about any instances of government officials missing legal deadlines to execute their duties,” said House Minority Leader Jason C. Buckel (R-Allegany). “While no one in our caucus has been briefed on what has happened with SDAT, media reporting makes clear that something has obviously gone wrong. We also want to make sure that property owners aren\u2019t subjected to tax bills that are improper under Maryland law. It\u2019s not their fault that SDAT may have failed to abide by Maryland law.”<\/p>\n

Some details were consistent among interviews conducted by Maryland Matters.<\/p>\n

Guzzone, Senate President Bill Ferguson (D-Baltimore City) and House Ways and Means Chair Vanessa Atterbeary (D-Howard) and House Appropriations Chair Ben Barnes (D-Prince George’s and Anne Arundel) all acknowledged being initially briefed on the problem.<\/p>\n

“Obviously, it’s very concerning,” said Ferguson. “I have heard that this is not the first time that something along this line has happened. And so, we’re exploring options for what might be possible but obviously everyone has to pay their fair value.”<\/p>\n

The late assessments touch every county and all property classifications that are assessed by the department.<\/p>\n

Atterbeary called it a “big mess up.”<\/p>\n

Atterbeary, Ferguson, Guzzone and Barnes all said they are just starting to search for a solution.<\/p>\n

Left unaddressed, the problem could cost local governments an estimated $250 million over three years.<\/p>\n

Both Guzzone and Atterbeary confirmed the size of the potential fiscal hit to local governments.<\/p>\n

“It’s a big loss of revenue,” said Atterbeary. “We’ll need a one-year fix and look at how SDAT is structured and does it continue to make sense.”<\/p>\n

Part of that fix could include emergency legislation to allow the assessments to be sent out late while protecting property owners\u2019 right to appeal.<\/p>\n

The department could put in an emergency bill that allows lawmakers to move quickly to extend the already expired deadline.<\/p>\n

“It doesn’t necessarily have to be done in a standalone bill,” said Guzzone. “It could be in another something already existing.”<\/p>\n

One such vehicle could be\u00a0Senate Bill 1027<\/a>, sponsored by Guzzone, which defines the term “taxpayer” as it applies to property tax appeals.<\/p>\n

Atterbeary said lawmakers could also consider putting the changes into the Budget Reconciliation and Financing Act, a separate piece of legislation that is different from the operating budget, used to implement a variety of legislative and financial actions.<\/p>\n

But extending the deadline after the fact will raise eyebrows and may draw a legal challenge.<\/p>\n

Higgs said SDAT is working with lawmakers to craft a solution.<\/p>\n

“The legislation will ensure that the State reassessment can be completed fairly and accurately and that all appropriate revenues are collected,” he said. “Every account in this group will receive a notice in the coming weeks and will be provided with the full 45-day timeframe for appealing the reassessment.”<\/p>\n

The effect on state and municipal government budgets is unclear.<\/p>\n

“I didn’t get a total number, but it was in the hundreds of millions of dollars, not in the tens of millions,” Ferguson said. “My guess is that would make sense, based on the increased assessment this year, being I think it was, overall, a 20% increase in value overall. So that seems consistent.”<\/p>\n

Property taxes are the largest source of revenue for local governments.<\/p>\n

“This news is alarming, but we are thankful that legislative leaders have already signaled their intentions to take swift action on this issue,” said Baltimore County Executive Johnny Olszewski Jr. (D), the current president of the Maryland Association of Counties. “It’s critical we ensure local jurisdictions receive their fair share of revenues so that we can remain focused on delivering the core services that our shared residents rely on and expect.”<\/p>\n

Criticism of the agency and its director<\/strong><\/h4>\n

The latest news about SDAT comes after legislative budget analysts earlier this year identified internal problems in the agency, including a significant shortage of real property assessors on staff, and that the accuracy of property tax assessments continues to worsen.<\/p>\n

It is also likely to draw attention to Higgs, the agency’s director.<\/p>\n

Higgs was appointed by-then Gov. Larry Hogan (R) in 2016. It was Higgs’ second appointment by the two-term Republican governor.<\/p>\n

Initially, Higgs, a telecommunications attorney from Montgomery County, was appointed in 2015 to serve on the Public Service Commission. At the time, he was also chair of the Montgomery County Republican Central Committee.<\/p>\n

Higgs’ posts on the social media platform then known as Twitter derailed his confirmation to the commission, which regulates utilities in Maryland.<\/p>\n

Higgs has served in the Department of Assessments and Taxation since 2016. Gov. Wes Moore (D), Hogan’s successor, opted not to replace Higgs upon taking office 13 months ago.<\/p>\n

Barnes said he and his colleagues on the Appropriations Committee were less than pleased with the responses SDAT officials gave them at the agency\u2019s budget hearing this year.<\/p>\n

\u201cAt the Appropriations Committee, we\u2019ve felt a bit aggrieved by SDAT this session,\u201d he said.<\/p>\n

Barnes, who said he just learned about the SDAT snafu early Wednesday, said that the first priority for lawmakers will be to make sure that counties are not forced to deal with an unanticipated shortfall due to the revenue shortage caused by the delayed tax assessments.<\/p>\n

\u201cWe\u2019re going to do what we can to help the local governments,\u201d he said. \u201cThey can\u2019t absorb that.\u201d<\/p>\n

Barnes also predicted that House leaders would look for changes at the agency.<\/p>\n

\u201cLong-term, the Appropriations and Ways and Means committees are going to have to look at reforms at SDAT,\u201d he said.<\/p>\n

Atterbeary agreed.<\/p>\n

“There’s a larger issue,” she said. “There was talk of maybe restructuring it, bringing it under the purview of the [state] comptroller. I think that is worth a conversation. I think this issue underscores that.”<\/p>\n

New recommendations from a Smithsonian task force will soon require the institution to dedicate more resources to returning as many human remains in its collection as possible by the year 2030 \u2014 with a priority on the Native American and African American communities many of them were taken from.<\/p>\n

Returning the remains to family members, descendants, or related communities will be no small task, given that the Smithsonian has a collection of more than 30,000 bones, hair, brains, and fetal remains, most of it under the care of the National Museum of Natural History.<\/p>\n

The new report<\/a> \u2014 which was compiled by the institution’s Human Remains Task Force, sent to Smithsonian Secretary Lonnie Bunch in January, and made public<\/a> Wednesday \u2014 provides recommendations on what the Smithsonian policy should be on handling and returning human remains in its collection. After Bunch’s review, the policies are set to become official in the fall, according to a Smithsonian spokesperson.<\/p>\n

The report from the task force, a group of scholars, curators, and museum directors from within and outside the Smithsonian, minces no words on the long-discredited racist theories of scientific racism that fueled much of the collecting and researching of the remains.<\/p>\n

“Historic inequities facilitated the expropriation, curation, and unconsented use of human bodies,” one section reads. “This is our unfortunate inheritance, a racist legacy that burdens the Smithsonian and prolongs this injustice.”<\/p>\n

Among the remains are an early 20th century collection of brains acquired from D.C.-area residents, many of them Black, without their consent, a Washington Post investigation<\/a> revealed in December.<\/strong> Those brains and others are currently stored in a facility in Suitland. (Post reporter Nicole Dungca discussed the investigation<\/a> on WAMU in January. DCist is owned by WAMU.)<\/p>\n

Nearly half of the thousands of human remains in the larger collection belonged to Native Americans. Of those, more than 6,300 body parts have been returned or offered back to the families and communities they came from in response to the 1989 National Museum of the American Indian Act. Many of the remains were acquired during the early to mid-20th century through purchases, trades, donations, and plundering, though collection continued into the 21st century through “archaeological excavations, institutional transfers, body donations, and forensic casework,” according to the report.<\/p>\n

“While much of this collecting of human remains was done by curators and individuals long dead, it occurred at the Smithsonian and relied on the Smithsonian\u2019s resources, reputation, and influence,” the task force writes in the report. “The original intent of collecting these human remains was morally abhorrent, because it sought to prove the superiority of white people and their descendants to Native Americans, African Americans, and others through scientific means that are now thoroughly discredited.”<\/p>\n

The Smithsonian’s goal is to establish ethical standards and to “seek justice for those harmed or exploited,” the report states.<\/p>\n

The collection includes roughly 6,000 remains belonging to individuals who have been identified fully or with part of their names or initials. The Smithsonian will prioritize returning those remains to descendants or relevant communities and organizations, as well as those belonging to Native Americans, Indigenous people from other countries, and African American communities.<\/p>\n

The report recommends that the Smithsonian streamline its returns processes and dedicate more staff and funding toward this effort. It also lays out suggested procedures for how to properly handle remains when a descendant cannot be identified, provides guidance on how to memorialize unidentified remains that go unclaimed, and aims to restrict research on the overall collection. It would mandate that all future collections of human remains will only take place with consent of family members, descendants, or their communities.<\/p>\n

The recommendations came out this week, but Secretary Lonnie Bunch has made regular statements on the human remains policy since January 2023.<\/p>\n

“Human remains is really an important and sometimes problematic subject for museums,” Bunch told DCist\/WAMU in an October interview. “What we want to do is ask the fundamental question of what is the role of human remains? Should we have human remains?” He added that the purpose of the task force was to craft policy recommendations that treat “these items not as specimens but as humans.”<\/p>\n

These recommendations will shape the revised Smithsonian human remains policies that will be made public in the fall, a spokesperson said. In the meantime, the Smithsonian has paused<\/a> all research on the remains and additions to its collection.<\/p>\n","paginatedContent":[],"excerpt":"

Dulce Maria Nu\u00f1ez Zaldivar says she never thought she could become a labor trafficking victim to another country. But in 2017, she says she left her job at a highly reputable middle school in Honduras in hopes of advancing her career through one of the U.S. State Department\u2019s exchange programs.<\/p>\n

After researching programs and companies that she thought could help her, she was recruited to work at a school in D.C.\u2019s Columbia Heights, where she currently teaches English language arts to sixth graders. In order to make the move to the United States, however, she says she used her and husband\u2019s savings to pay for the cost of visas and moving.<\/p>\n

Not long after, she says they quickly fell into debt and struggled to keep up as a result of paying high fees each month to Earl Franciso Lopez, the owner of multiple D.C.-based recruitment firms.<\/p>\n

\u201cI remember I opened my bank account on my phone and I had five dollars,\u201d Zaldivar told DCist\/WAMU. \u201cIn that moment, I felt like \u2018Oh my God, what did I do?\u2019 That has been so far one of my worst moments ever.\u201d<\/p>\n

Zaldivar is not alone. On Thursday, D.C\u2019s Office of the Attorney General announced the settlement<\/a> of a lawsuit against Lopez and the multiple companies he operated, saying he lied in order to fraudulently recruit dozens of foreign exchange teachers to work at District schools.<\/p>\n

According to the OAG\u2019s office, Lopez was found to have exploited 61 teachers \u2014 all of whom were initially recruited to work at D.C. public or charter schools – lying to them about his affiliation with the U.S. State Department, and making false claims about being an official visa sponsor with the ability to fire and deport teachers. He also charged the educators with high fees, while failing to follow through with the services they were promised.<\/p>\n

\u201cThe Office of the Attorney General is committed to standing up for all District residents and ensuring no one is exploited\u2014including members of our diverse immigrant community,\u201d said D.C. Attorney General Schwalb in a statement.<\/p>\n

The OAG’s office says an investigation was opened into Lopez after they received multiple complaints about the high fees and exploitation, and subsequently a lawsuit was filed against him in 2019. The investigation showed that Lopez and his companies misled teachers into signing unfair contracts by telling them they were only allowed to work in D.C. schools if they signed with him and paid monthly visa fees (which were subject to high late fees). In reality, his companies were third-party recruiters and charged teachers much more than legitimate companies. Lopez also charged teachers fees for training and professional development but failed to provide them. In addition to the fees, Lopez also threatened to fire and deport teachers who failed to pay their monthly fees or did not want to renew their contracts.<\/p>\n

\u201cIn this case, hardworking teachers came to the District as part of a cultural and educational exchange, committing themselves to enriching the lives of thousands of D.C. students while navigating complicated visa requirements,\u201d said Schwalb in a statement. \u201cInstead of providing these educators with the help and support he promised, Mr. Lopez took advantage of them, overcharging them for services and threatening retribution if they complained.\u201d<\/p>\n

According to the office of the OAG, Lopez used multiple companies based in D.C., including the Bilingual Teacher Exchange, Ives Hall Consulting, Inc., and Bert Corona Leadership Institute, Inc., to recruit experienced educators, primarily from Colombia and other Latin American countries to the U.S.<\/p>\n

Dulce Maria Nu\u00f1ez Zaldivar still works at the same D.C. school and says she hopes she can put the experience in the past now that the case has been settled.<\/p>\n

\u201cI see myself with my family, with my husband and my child, just finally being happy. And finally being able to just live a normal life. Because this has been a very hard burden to carry with us,\u201d says Zaldivar.<\/p>\n

Lopez will now be permanently barred from operating any teacher recruitment firms under the terms of the settlement. He will also be required to pay a minimum penalty of $30,000 for five years, which is subject to change based on his reported income. If Lopez violates the terms of the settlement \u2014 including missed payments, falsified financial disclosures, or wage theft \u2014 he will be required to pay $1,000,000.<\/p>\n

All 61 teachers who came to D.C. will also receive restitution payments from Lopez as a result of the fees, threats, and exploitation they were subjected to. In the coming weeks, the OAG says it will be sharing more information for those teachers who are eligible.<\/p>\n","paginatedContent":[],"excerpt":"
