You would seek to enforce the child support judgment in behalf of the mother. This doesn't require a new lawsuit, small claims or otherwise. And small claims is not the appropriate procedure to collect child support in any case.

What needs to happen is that the mother needs to levy upon the assets of the child's father. She needs to find out where he is employed, if he has any bank accounts or any other property, if he has a tax refund coming, etc. You can help her with that but,...

If you file for divorce your H4 visa becomes invalid which directly means your EAD will also become invalid. So you would not be able to stay in the US legally, I see you mentioned your husband emotionally abused you. How can this question be answered fully without the attorney knowing all of the facts and circumstances? Do a simple internet search for age of consent in MO. Here is just part of the results: If you are over 18 but under 21, the age of consent is 14. If you are over 21, you may not have sexual intercourse with anyone under 17.

There might be a defense as to the mistake of age, but that would require research.

The main difference is that in a chapter 13 you must come up with a plan of paying a percentage of what is owed over the course of 3 years, extended to 5 with court approval. In a chapter 7, all of the debt gets discharged. Go see a local bankruptcy attorney about this, there is much more to it.

Sorry to hear about this.

The family should talk to a health care of guardianship lawyer about their rights and options. If the wife can be shown to be mentally unfit to make decisions, it may be possible to have someone else appointed to that capacity.

It might also make sense to discuss the accident with an injury lawyer. Was someone at fault for the car accident (another driver, potential product defect, etc.)?

Probably not. 18 USC 922(g) makes it unlawful for any person convicted of a felony punishable by more than one year in prison to possess a firearm. Your state most likely has a similar law.
