What should happen is that you hire a private criminal defense attorney, who will investigate all the facts and circumstances and represent you. We cannot say what will happen to you on such few facts and without knowing all there is to know about the alleged crime, the case law, the rules of procedure, the sentencing possibilities, and the evidence code. You need to hire a private criminal defense attorney. The attorney will investigate all the facts and circumstances and represent you accordingly. What you can expect is that the prosecutor will prosecute, and your attorney will defend.

Your cousin appears to need a criminal defense attorney for this. Basically, there cannot be an arrest for extradition without a warrant for arrest coming from the requesting authority, the other state.
