No. Residency tests are different for different areas of the law, e.g. the test for college tuition is not the same as the test to file divorce. You need to look into exactly what you are trying to claim residency for. That being said, if you move to Arkansas and get a place to live, Arkansas driver's license, etc, you will be a resident.

Felony fleeing is a D felony which has a range of 0-6 years, with a small Hab the range is 0-12 years, with a Big Hab the range is 0-15 years. The Hab only increases the range, not necessarily the sentence.

It is difficult to know if the injury portion fell below the standard of care. Given you were in the bathroom, most people want privacy, so it might have been OK to leave you there. The other issue is damages, and all you suffered was a concussion, to which you may not have any permanent damages to make it worth going after the hospital.

What happens will depend on what your mother has to say to the prosecutor. You will have an initial court appearance called Plea and Arraignment, where you will enter a plea of guilty or not guilty. If you enter a plea of not guilty (which would be wise) you will then have a trial date set.
