Q: Traveling out of the country while in the process for Green Card?

You just have to look at the visa bulletin for your country and match your priority date to find out how long it is going to take for you to get an interview. You can consider applying for an advance parole if you think the process might take longer than july, consult with an immigration attorney to help you with this process. Many immigration attorneys including me offer free consultations, make use of the consultations.

Q: I live in west des moines iowa, can I file a civil suit when the defendant lives in illinois?

Generally, if the cause of action accrued where you are you can file where you are. This means that the acts you are complaining about occurred where you are. You did not give enough facts here for us to determine much.

There is a difference between which of you has primary custody and who is the actual primary caregiver. If the former is what the school wants, the decree is what they would need. If they want the latter, the judge probably wouldn't know in any event.

No. Unless the children are being adopted, his duty to pay child support doesn't depend upon whether he has any "parental rights", or whether he has attempted to "sign away" such rights.

Most states have entered into interstate compacts regarding driver licensing. If she is convicted in Illinois, and if she ignores it, eventually she will loose her Illinois license.

Q: Is it possible to get my license suspension shortened after 3 OWIs?

What you need is specifically tailored legal advice, but it would not hurt to read the statutes which deal directly with this issue. For instance a suspension for five years in my state can be shortened to two if you jump through the right hoops. Call and ask the people at the dmv what you need to do to get the license reinstated. They are usually very helpful.
