Another question, If I have a PACER account; will I be able to access any court documents that are posted on case-search? For example, A "Sherrif's Return" document?

What does "Sheriff Return" mean?

An employer is allowed to appoint a third party to administer leaves and return to work efforts. Sedgewick is just such a company. File a police report for the identity theft (PC 530.5, et. al.) and a fraud claim with the bank and/or credit card company. You should not need to file bankruptcy.

There's nothing illegal about him wanting to see 2 years of income for an income based rental.
