Dr. Mark E. Villiger , is Judge at the European Court of Human Rights/Strasbourg and professeur titulaire at the University of Zurich. He has published on various topics of international law, including âCustomary International Law and Treatiesâ (Kluwer, 2nd. ed. 1997).
