FTP email notification

If I setup a Windows 2008 R2 FTP server with IIS 7.5 admin, is there a way to have email notifications sent to users when a file is dropped off? How easy would this be to manage? The server is NOT part of the domain, it sits in a DMZ zone. I have seen the MS link that requires MS Studio to configure email options, but I don’t have this software and it looks like it might be cumbersome.

Found a program called “you have files” it is not free, but it is not expensive and allows me to setup and monitor the folders with emails the way we needed. Thanks for the help.
