I have a add-in that starts with my outlook 2013 and every so often it becomes disabled do to a slow startup it says.

How can I keep it enabled either with GPO or registry change?

I dont want the user to be notified it is disabled and click here to re-enable it. I just wan tit to over ride and stay enabled

I had a similar issue and you can add a registry entry through group policy to force it.

HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook\Addins

Then find the sub-folder for the add-in you and change the load behavior to 3

Great question and great answer. I have a company wide add in that every user needs but outlook disables it all the time for some users. This is great to know, thanks!
