Hey Shane,
For the app/plugin issue, it sounds like there’s a mishap in the connection between your local Spiceworks installation and the Spiceworks Community. You might want to try clearing your browser cache, logging out of Spiceworks, exiting your browser, and trying again.
From the log you posted, it seems like .NET 4.5 can’t be installed. If you grab that separately, install it ,and try running the Network Monitor installation once more are you able to get it installed?

Just a note about Network Monitor. It’s a real-time monitoring app. It’s used in more of a catch an issue before your users do capacity than a come back every couple of days to see historical trends since all the data is live.
