Downtown Dallas is relatively safe but there are bad areas. Where did you move from? I live outside of the city by a few houses in Carrollton.
Ahh, Oak Cliff. The Bishop is perfectly fine, lots of bohemians live down there for the artsy fartsy shit. Start going north and/or east you get into some of the more colorful areas.

I was born and raised in Oak Cliff, about 2 to 3 miles from that area. No place in the world is totally safe, but that part of Oak Cliff seems to be experiencing a bit of a revival, after having declined for a few decades.
Here’s what I would do: I suspect that you’ve gone to the area during the day. Go again a little after sundown and see how it “feels”. Does it seem dramatically different after dark than it does in the day? What you want to look for is whether there are a lot of instances of youths just hanging out, which can spell trouble. Is there a police presence? Is it a “walking around” neighborhood, and if so, how friendly are they when you stop and ask a simple question?
Another thing - go to a grocery store in the area. How friendly are they there? Not just the employees, but the other customers. Everyone goes shopping, and it will give you a better indication of the personality of the neighborhood.
