Where do I place the documents I want to setup a link to in the user portal?

I would put them in a file server and make the file public to all. Then put the link to the file in the portal.

You mean like within a shared folder? If so I can I simply use the same server as my Spicework?

Thanks for the info. However, I can only use IE, I can’t use either Chrome or Firefox to open the file via the browser even when the file is local to the server.
