I am attempting to edit a PDF with Foxit PDF editor. The PDF is a form that isn’t interactive. I am having trouble adding text fields in the correct places in order to fill out the form. What is the best way to edit a PDF form? It is an application that I am trying to fill out so the text boxes have to line up correctly.

You could import the PDF in Microsoft Word, or use LibreOffice Writer if you need a no cost solution.

Once you have it imported, you can add new text fields.

As @samuelelias ​ says, you beat me it, use either Word or LibreOffice. There’s no real need to use those 3rd party PDF apps anymore.

Another option is to recreate a clean file in Word or LibreOffice Writer and export as a PDF so it is easier to manage later.

I believe the FoxitPdf Editor has the ability to convert a non fillable pdf form to a fillable one (I’ve just done exactly this with the older Phantompdf tool so would be surprised if the newer tool doesn’t include the ability).

If you are using the free reader then typewriter & click roughly where you need, you can move the text boxes around but they will be somewhat scrappy.

First off all is this free, also work offline and it just we can use if the pdf have text because it just use for the editing in the text.
