Free Online Change Mgmt

I am looking for a free (or low-cost) stand-alone, cloud-based, Change Management system. I know most ITSM solutions include a Change Mgmt module, but I’m searching for a stand-alone solution, not directly tied to a larger ITSM solution.

Any and all ideas will be appreciated.

i would also recommend GitLab, it is relatively easy with a small learning curve, but its free and can get pretty in-depth with it.
