I am thinking it is applying but something else is taking precedence over it?<\/p>\n
Is it applied to the site, the domain, or an OU / OUs? Could there be a local GPO over ruling it?<\/p>\n

It’s applied on an OU, Forced. I’m not sure what else could be taking precedence over it, but I suppose it is possible. Local would override domain pushed GPO’s?
