Do I have to add all the users to Spicework for them to be able to create a ticket?

I have created a portal but users are unable to log in and submit a ticket.

can someone help with this issue please

No, you do not. If you are in a AD environment, and you have AD sync enabled, they can logon using SSO or their domain username and password.

Other than that all that is required is a email address.

You can add them if you want and give them a password, or you can just give them the help desk email address and have them submit tickets that way.
