Depends on what you want to resell. Federal Tax ID and a resale certificate from your state for starters to open accounts with the major distributors - Ingram Micro, TechData, etc.

You will find that you’ll get a better price from Newegg or Amazon than you will from a distributor for most things. Higher end networking equipment usually is cheaper through the distributors but that’s about it.
Is it better to buy in bulk from NewEgg if I wanted to sell large quantities like 20-60 units? I also want to be able to offer warranties like the ones Dell offer when you purchase direct from them.

20-60 units is nothing as far as pricing discounts go. The major distributors might knock a buck or two per unit off but that’s about it. Your pricing is determined by the amount you spend with them annually. I know I can’t get any across the board price reductions from any of the distributors I use unless I get over $1 million/year in sales.
I know you can build-to-order Dell units and choose the warranty you want from Techdata. You need to be a Dell reseller first and then you can build/purchase through Techdata at a cheaper price than direct. They also stock common models and you just choose the warranty you want with it. (don’t need to be signed up through Dell unless you want to customize the unit)
