What does it mean when it says the internet speed is the 10 Mb x 10Mb what does each of the 10s mean

Each one means 10 Mega Bits Per Second. It is 10 Mb/s, not 10 MB/s. The b vs. the B makes a big difference and network speeds are never B.

10 x 10 means that it is 10 Mb/s down (data coming towards you) and 10 Mb/s up (data going away from you.)

10 x 10 is called a symmetrical connection as both speeds are the same.

B=Bytes or 8 bits

As an example, let’s say we are going to move a 10MB video file across your 10Mb/s connection. You will find that this operation will take about 8 seconds if you have a committed information rate for that connection. If it is a shared or best effort connection, 8 seconds is going to be a best case with lots of other outcomes possible depending on traffic loading. Storage is almost always expressed in Bytes or B and transport speeds are almost always expressed in bits or b.

As Scott Alan said, it is a 10 Mega bits for download and 10 Mega bits for upload, it is a symmetrical connection, it cost more than normal one.
