one of the Hyper-V components is not running

Hi All

i have installed DockerDesktop on Windows Server 2019 VM in Azure and i am unable to open dockerdesktop. HyperV is installed on the VM. The Azure SKU is D4s I am getting below error.

System.InvalidOperationException:
job failed with message: ‘DockerDesktopVM’ failed to start. (Virtual machine ID XXXXXXXXXXXXX)

The Virtual Machine Management Service failed to start the virtual machine ‘DockerDesktopVM’ because one of the Hyper-V components is not running (Virtual machine ID XXXXXXXXXXXXX).
I connected to azure cloudshell and executed below syntax.

Connect-AzureAccount
Select-AzSubscription -Subscription ‘mysubscriptionid’
set-vmprocessor -vmname VM1 -ExposeVirtualizationExtensions $true

PS /home/mylogin> set-vmprocessor -vmname VM1 -ExposeVirtualizationExtensions $true
set-vmprocessor: The term ‘set-vmprocessor’ is not recognized as a name of a cmdlet, function, script file, or executable program.
Check the spelling of the name, or if a path was included, verify that the path is correct and try again.
