I work at a school that has a pretty standard network setup where we receive our internet via fiber optic to a Cisco router, and then distributed amongst NetGear Switches across the campus. Nothing too fancy. I am new to the school, and as such I have been investigating the ins and outs of the network across the campus. I found a Dynacom patch panel in the back of one of the rooms, but oddly enough, it has a power switch on it, and is also labeled as the Internet Server Hub. If you kill the power, the entire network/internet shuts down (I found this out when I was rebooting equipment due to wifi issues). Does my patch panel act as a switch as well, and thus need a power button, or is it really a server and is a seperate piece of equipment?

What does the back look like? The top device is not part of the patch panel. Perhaps a PDU up there?

The second U down appears to be an Dynacom 2013-12MJP which is a low density 12 port patch panel. My guess is the top is a PDU and if you turn it off, your switches turn off. Check the back and see if there are power cords going from the switches to the top of rack device.

If you specifically mean the device at the very top - it’s not a patch panel.
Look at the back and see what it does - my guess would be a PDU/ power device possibly powering all devices in the cabinet.
