I have gone into the Default Domain policy and disabled “**Remove and prevent access to the Shut Down command” in “**User Configuration > Administrative Templates > Start Menu and Taskbar”, but the problem remains.<\/p>\n
I’ve used rsop.msc on the laptop and can confirm the above setting is disabled.<\/p>\n

You nailed it! It was the “Computer configuration>windows settings>security settings>local policies>user rights assignment>Shutdown the system” setting. It didn’t have “users” listed.<\/p>\n
It’s strange though as I did see that option but didn’t think it was the one as 99% of PCs have the shutdown option, and this setting was in the Default Domain policy. Ah well, I should’ve tested it.<\/p>\n
