Driver issue perhaps? Do you have any security software that might be blocking the devices or perhaps even an applied GPO.

look at your harddisk manager. how about your device drive letters? have you got some network shares with the same drive letter? If yes, than you have to reconfigure it in the hdd manager. Right click on the device - changing the drive letter
Second chance:
In Windows XP you had to go to the device manager, click on view and show outfaded devices (or something like that - I have only a german windows version) Thank delete all inactive USB devices. After that turn down your computer, unplug it from power, press 5 -6 sec the power button - all capacitors will be cleared. Plug in the power cord again and push the power button. I think it is similar to Windows 7

Where do you (or not) see the pen`s ? Windows Explorer, device manager, harddisk manager?
Screenshots will be perfect?

OK, when you open the diskdrive manager snap-in, make a right click on data medium management and click “data medium reread”
I dodn`t know if it is really called like this. As I said I have a german windows version.
Try uninstalling the drivers (usually called something like generic usb hub) and then do a new hardware scan.

It looks like a permission issue. try going to Start > All Programs > Administrative Tools > then run Computer Management as administrator.
