I wanted to get your opinion on what could be causing this strange performance issue.
So this laptop is under 2 years old, has windows 10 pro, 16gb ram, 1TB ssd
Only has a few programs installed:
- Office 365 Home
- Acrobat reader
- AVG AV
- Firefox
This system has 90% free storage.
The issue with it is that it boots up extremely slow, and takes forever to initialize. Takes about 5 to 6 minutes before you are able to use system.
- No POST issues
- Dell diagnostics all passed
- no viruses/spyware
- no errors in event log
- SFC scan was clean
- tried swapping RAM for known good RAM, no change
- reformatted SSD, Reinstalled OS, but no change
Watching the performance monitor, there is only ever at most 55% of CPU spiking, but that’s only on boot, then drops to 3-5%. Memory only spikes on boot to at most 75%, then drops to about 30%.
I have disabled all unnecessary startup services and startup apps.
I have also configured the page file size accordingly. No change after those reboots.
Any ideas of what might be causing this, or how to fix it without replacing laptop?

-How long after the OSRI, did the problem come back? You might have to do a base/manual install of Windows and see if you have the same issue. Adding one driver/app at a time till you find the one.
-Can you see if it has the same issue happens when booting to safe mode? If no issue in safe mode, there’s something running that MSCONFIG isn’t showing, since you already cleared that. You can use process explorer to find the high-usage service/app.
-If it’s having slow post, enter BIOS, reset defaults. If no change, remove any devices from the system and test again. If no change, it might be a motherboard issue.

First, I would check if FastBoot is enabled in the BIOS.
In my experience, there’s a couple of things to check on Dells:
- Charger
- If you use an underpowered charger/dock, it may throttle the hardware to run slower
- Dell Optimizer
- Uninstall immediately. I’ve seen it “optimize” a $5,000 Precision by just turning off half the cores.
No Dell optimizer, I removed that along with all the other bloatware a while ago.
Charger is the one came with laptop and the correct wattage and volts.
