Is website in question being blocked or is it getting untrusted? There are a few steps involved with allowing access to a website based on other criteria as well. If you have domain users synced with Fortinet it’s possible that user and/or ip address is winding up in another policy which doesn’t utilize that particular whitelist. It also depends on the version of the firmware. Sounds like the Web filter rule is not applied to any policies. You have to add the web filter rules you created to a policy for it to take affect.
