I run Hyper-V and then I install evaluation copies of OS’s. Almost everything I do on a virtual is temporary testing only, so this works out really well for me. If you have software assurance you can legally run Windows VMs. If you don’t, run eval copy or buy a new license.<\/p>\n

I run Hyper-V and then I install evaluation copies of OS’s. Almost everything I do on a virtual is temporary testing only, so this works out really well for me. Setting up a new VM only takes a few minutes anyway.

As said before, Hyper-V is probably your best bet here for virtualization technology to virtualize the OS.
License-wise, you can either purchase a Retail license of Windows 7 Pro for your VM (which is going to be tough to find), or the other option would be to purchase the Windows 10 Enterprise with Software Assurance (SA) license. Windows SA will give your device the rights to run up to 4 VMs locally of Windows 10 Enterprise or downgraded OS, as well as the rights to access up to 4 VMs from your servers as well. Windows SA is only available through Volume Licensing, so you will want to work with a Microsoft partner to help you purchase.
