The police can hold property until the case is finalized in the court system.
Q: My 15 yr old was attacked by an 18 yr old , I pressed charges so why wasn't the 18 yr old arrested?

It does not mean that charges will not be filed just because a person is not arrested. The police may still be investigating. Also, the police don't get to make the decision about who gets charges and you don't get to make the choice of "pressing charges". That is the prosecutor's job.
The responding officer must first finalize the police reports, get approval from a supervisor, create a "blue sheet" and then deliver all of this to the prosecutor's office. The prosecutor then reviews...
Q: If def is arrested in Cali but has non violent felony fugitive warrant from Ok.when will def know if ok will be coming?

If the CA court knows there is a warrant out for the Defendant in OK the court will hold a hearing. The fastest way for the Defendant to be transported to OK is to waive the hearing and agree to be extradited. Regardless of whether or not the Defendant is extradited, OK will not drop the charges.
Q: If def is arrested for a felony &pleads not guilty then the law changes into misd what is the charge considered later

The answer depends on how the law is written. Laws are typically not retroactive unless they meet certain requirements. An example would be the law actually stating that it is retroactive or the law being deemed administrative in nature.
If the law is not retroactive, the crime will still be a felony because it was a felony at the date the crime was committed.
