brakes were functional before service. The mechanic told me explicitly I did not need brake work. The brakes failed, I noticed a brake fluid leak, second party mechanic confirmed and documented that the brakes had been reassembled incorrectly causing the leak.

This sounds more like a civil case where you could file an action against the mechanic, his garage or their insurance company if you can prove it was his fault. Nothing here was improper. It would be typical, particularly in a petty misdemeanor, that you wouldn’t necessarily enter a not guilty plea in front of a judge. It is a procedural step and the failure to do so isn’t a significant error.
