User all have windows 11 pro/Ipads/or Samsung tablet and phones they want to be able to go in to the 3 conference room that have TV and throw something from there device to the TV screen?

What is the best software or hardware device to get this done?

What do you mean by “best” and what TVs do you have ??
What iPad and Android OS you have (each OS and diff ver may have diff requirements, esp apple products)
Do they need to do 1 to 1 TVs or 1 to 3 TVs?

Casting has always been hit or miss in my experience. Either it works great or there’s latency and frame rate problems and it varies by device even on the same network. Based on your device diversity I think your only option is a chromecast device. The best device is probably the Nvidia Shield. It’d probably be more reasonable to purchase a Google Chromecast 4K or 1080p matching the tv resolution if your tv doesn’t already have it built-in. Apple users might have additional setup to cast but it’ll work (atleast that’s what i’ve read) on a per app basis.
Windows users can use chrome, edge or any number of casting software
Android built-in natively
iOS supported on app by app basis.
I’ve always preffered connecting hdmi and with more devices getting usb-c it’s never been easier to pass around a dongle.

Best is subjective and solutions offered may not work for you depending on your existing kit, need and specific requirements.

Do they actually need to be able to share from any device or just one of them, simplifying it helps, if you want them to share from any device, expect it to get complicated (different products) or expensive (also multiple products).

Do the conference rooms have TVs? If so are they smart and have a casting feature? or are the professional displays (basically a large montior)?

e.g. I have a customer with 84inch LG TVs and it’s native casting App works from those devices (windows, ios,android).

Otherwise you need a device that itself suports wireless casting with HDMI out to the display. I have found the cheap ones are problematic, stop working after device os updates, not consistent across different devices etc but they are cheap. So buy one of the well known professional devices e…g Airtame / screenbeam.
Or a cheapo hdmi dongle style device and test it thoroughly before buying more.

We’ve been evaluating Vivi boxes ( www.vivi.io ) they’re good for casting, and have a bunch of other features such as signage etc too. Casting is either via installed app, or can be done via the web too.
