BEST Software for Recovering Deleted Data?

I am looking for software to either purchase or try, that can REALLY restore a formatted or deleted drive? I have tried about 8 and each time they are not 100% what i need, they always fall short. So I wanted to ask if anyone has used and approved a set of Software that can do such a trick?

At some point, only specialized hardware will do what you need.

http://www.diydatarecovery.nl/ this is not free but the price is reasonable compared to sending out a drive. I have had success recovering drives that I thought were going to be lost forever or sent to a recovery specialist form recovery at over $2k a drive.
