I need a Group Policy that will change the Restart | Log Off option to only (and only!) Shut Down. Basically, I just want “Shutdown” to appear on the start menu. I have a client that has public workstations that they only want people to be able to shut down. Not Log Off, not Reboot. Just Shut Down.
I can’t find anything like this online. Can anyone provide some valuable insight?

You could change this with the Change Start menu power button option
Note: this GPO only works for windows 7 and above. As stated on the link also.

“Remove Logoff” in User Config ->Admin Template->System->Logon/Logoff
“Remove Logoff on the Start Menu” in User Config->Admin Template->Start Menu and Taskbar
I’m not sure about disabling only restart and not shutdown, however.
You could disable all of them by this policy:
“Remove and prevent access to the Shut Down, Restart, Sleep, and Hibernate commands” in User Config->Admin Template->Start Menu and Taskbar
And then maybe put a “shutdown” shortcut on the desktop? I don’t see a way to only have shutdown enabled through GPO.

The only way to do this via GPO for your XP machines would be to edit the Registry How do I remove the logoff option from the Windows XP shutdown dialog? - Super User But you could do these registry changes via GPO. Then just apply a WMI filter by XP machines.

If you’re using Group Policies to control Windows XP and 7 machines as I am. You are going to find out that you CANNOT, an unless someone shows me physical proof otherwise, ABSOLUTELY CANNOT use both “Remove LogOff” and “Remove Shutdown, Hibernate…” options simultaneously.
I work for a Library, and all of my Windows XP machines follow their GP controls flawlessly!
As for Windows 7, not so much as they don’t like a few options. A) They prompt me that “Command Prompt is disabled by the Administrator”. It prompts twice as the user loads, no joke I have it disabled, why do I need to know what I have disabled? B) Through both GP and Regedit I have edited the Start Menu an the only item I have left standing is “Log Off” so I’m fighting an uphill battle to remove EVERY OPTION from the Start Menu.
As far as I know, this is IMPOSSIBLE. An unless someone has a better solution than the Regedit policy or GP’s on my Domain Controllers (Server 2008), than I’m stuck with this one option. It’s not a deal breaker, but our patrons aren’t the brightest.

At the end of the day, there’ll be the “Lock” button but pressing it won’t do anything. So the user can’t do anything like logoff, reboot, or lock the computer

If you want to prohibit restarts/shut downs/log offs completely, KioWare can serve to eliminate the menu bar, and will allow you to add an attract screen, clear private data, and more. More restrictive from the standpoint of using applications on a Windows device, but certainly eliminates the ability to access log off and restart. With KioWare (or other kiosk software), you can schedule shutdown, restart or reboot (with KioWare opening to lockdown the kiosk upon restart).
Other features:
-Clear cache at session end and return the user to a welcome page.
-Prevent the user from accessing the filesystem (this could be done using settings, but takes a lot of work.)
-Prevent the user from accessing restricted sites (or create a list of allowed sites).
Hope this helps! It may be more restriction than you need, but it will allow control over restarts/shutdowns.

The Reason you must leave one option is because Taskbar properties-start menu must have a default power button action
