I had this problem recently when I changed my network ID and failed to set the DNS servers properly on the Hyper-V host. Might not be it, but worth a look.

Can you RDP to the VM itself?
Can you access any other VM’s on the host via the console or is it all VM’s?
If all VM’s, have you rebooted the host?
Do you have permissions to connect to that server? Are you and administrator.
I also receive this error for one of my hyper-v servers.
I can RDP to the Host and I can connect to the Host from another VM using Hyper-V Manager
I notice at my work I have to keep my smart card credential inserted. If I remove it, I lose access, even if I have started Hyper-V Manager with it as a domain admin.

Is your DC av VM on either of these hosts?
Had some issues with that on the hyper-v course last week.

Just clarify what was wrong I have two computer running windows server 2012 r2
trying to setup live migration two computers PC1 DOMAIN CONTROLLER PC2 CLIENT
PC1 I CAN CONNECT IT TO PC2 I CAN PERFORM LIVE MIGRATION
BUT FOR PC 2 WHEN I TRY TO CONNECT TO PC1 OR PERFORM LIVE MIGRATION TO PC1
I GET THE ERROR MESSAGE I POSTED

what i dont understand i have lab with 8 computer
i pair them 2 each so is the domain controller they other is client
its for a small school , all 6 are working fine no issues just only with 2 computer having the above errors
