We recently acquired a used FG-60C and FG-60D , and I’d like to upgrade it to FortiOS 5.4. However, the FortiCare subscription has expired and the Fortigate FTP site is no longer up.
Any ideas on where else I can find firmware updates for this hardware?

You pay Fortinet for the support!
Very few providers in this space provide support or patches for out of contract devices
You can buy a 8x5 support contract for these straight from Fortinet or through a reseller like CDW or PCM.
Amazon has them listed too, but I guess I’d be wary of those.
Based on what I can find the 60c will cost you about $100 and the 60D about $300 for just the 1 yr 8x5 support. This will not include the security bundle/FortiGuard subscription, so you won’t get access to things like AV updates, application definition updates, etc etc.
You may also want to contact Fortinet support and make sure you won’t have any trouble activating a support contract on these units. Normally this isn’t an issue, but I have heard of Fortinet refusing to activate a support contract for a used Fortigate and a support contract bought on eBay because the unit’s serial # had been flagged for some reason.

I just need a firmware update. To pay 300 and$ 100 for the upgrade, expensive.
Well you only have 2 legitimate choices.
Pay for the support contract or deal with the old firmware.
You could try asking Fortinet for the latest firmware for free, but that’s got a slim chance of working out in your favor.
Outside of all of that, there isn’t much you can do. I’d strongly advise against downloading any firmware from some random website… it could have any sort of issues, including possibly bricking your Fortigates.
Asking for someone on this community to give or sell you the firmware is pretty much frowned upon around here.

You can’t get v5.4 for the 60c anyway, it is past end-of-life support. Last image version was v5.2.10
You can however get the v5.4 firmware for the 60D, so if you are going to pay for support, only pay for that one. The other is good for internal routing or lab testing only.

Kind of peeves me when companies restrict firmware updates to support subscribers. As JohnLF mentions, after a few years the latest updates stop being compatible anyway.
