On January 14th, 2020, Microsoft ended support for Windows Server 2008 and Windows Server 2008 R2

See: End of support for Windows Server 2008 and Windows Server 2008 R2 | Microsoft Learn

Is this a fresh server build using an exceptionally old iso? Or is it a in production server that’s been kept relatively up to date you’re having issues with ?

Fresh iso install:
If it’s a fresh server from an old iso - you should still be able to patch it. ( i do it for quick VM tests last one I did was a couple of months back)

Mid way through windows 7 server / 2008r2 life cycle microsoft made an infrastructure change so you need to update your windows update client. The older clients always seem to fail

Have a look for Windows Update Agent v7.6 - Dl links:

Production server:
If it’s a production server that’s been kept relatively up to date then we would probably need more information. But the usual goto would be to clear out the SoftwareDistrubution folder and allow for repatching (assuming you deploy updates direct from Microsoft and not WSUS)

Guide below is for windows 10 but it’s the exact same process regardless of versions between w7/ server 2008r2 right the way through to server 2022

Side note. I’d recommend renaming the folder to softwaredistribution.old and to be prepared for an abundance of updates if it solves your problem. This process forces a re-download of previous windows updates so be mindful of any you may of excluded

Try using the Windows upgrade assistant, that should do the trick
