I saw a thread that never really showed or gave an answer for a question posted. An administrator was wanting to remove the shutdown options on computers but still allow his users to have the restart ability. I found an option to set for this in group policy.

user configuration> administrative templates> Start Menu and Taskbar> Change Start Menu power button

Instead of blocking access to the button change what action the button does. I was battling the same thing user after being asked many times would keep shutting down their computers, not allowing windows updates and virus scans, and all the other stuff we automate over night. then the next day they come in and complain about their computer running the updates when they power it on.

I changed the shutdown option to sleep, the users thing the computer turns off and they go ahead and walk out the door, and of course the computer wakes and does its stuff in the middle of the night.
