I have a computer that I’m working on… It has been painfully slow with just about everything that I do. The Resource Monitor shows that it’s at 100% most of the time. I did some diagnostic tests in the bios on the Hard Drive and it passed all the tests. It takes 5 minutes too boot up and I had it completely lock up on me while I was trying to download a small file. I was thinking it was the hard drive but the diagnostic test says otherwise. Any ideas on what might be causing this or what I can do to resolve it?

He meant to check RAM usage as well. If the system only has 2-3GB, with Win x64, the hard drive will be doing a LOT of work. I’ve also noticed with Windows 10 that usage will jump to 90+% for absolutely no reason at all. It’s doing something in the background… but it doesn’t want to tell you what it is. It can sometimes take 10-15 minutes or more for things to ‘settle down’ and you can start operations without it taking forever to perform a task.

Use Process Monitor and Process Explorer to figure out what’s causing the disk utilization. They’re available for free from the SysInternals suite.
