Is it possible to have notifications only go to ‘some’ admins based on incoming rules?

I can use ticket rules to CC people, but that keeps them on every ticket.

I have two groups of emails coming in.

Group 1 goes to X technicians, Group 2 goes to Y technicians.

I would like to specify notifications go one group of techs, and the notifications go another group.

Does that make sense? Any ideas of how to do that with ticket rules or ANY other app/idea?
