The Test email works well but when new tickets are open I do not get an email notification.

Alerts are not sent to the admin who performed the action by design. Try testing with a non admin test email address as well

If you are using exchange as the connector can you try pop or imap?

I am using a local smtp server, and that works for other notifications. I am going to try with a non admin email.
