Its illegal to have you do work for free in the US (unless its a non-profit, and most non-profits generally don’t need someone learning on their systems either). You might try just doing labs.

why not contact IT careers agency to find the IT networking jobs, just don’t mind the basic network work to get your experience

Get your CV prepared, make sure to include all the skills you currently have. Additionally, include the fact you are setting up a home lab or have practice with emualtion or simulation programs like PacketTracer and GNS3
Go online and post your CV as far as you can.
If you get calls from recruiters, make sure to stress you’d work for free as you’re trying to gain work experience. Its tough because many network positions want you to be experienced before they give you a chance.
As a last straw, get yourself a smart formal suit, formal work shirt and trousers etc. Look sharp and smart. Print out your CV and any accompanying documents such as IT certs or references from previous work experience, walk into companies in the high street (banks, IT firms, Software) and ask if they would be willing to setup a meeting with HR for a voluntary unpaid work experience position for 4-6 weeks.

It’s pretty hard to break into networking or IT in general. Go to craigslist and reply to all ads seeking IT support or networking. There are probably a lot of small independent consultants that would like free labor.Tell them you’d like to intern and I bet you’ll find something. Any experience is better than nothing even if it is just pulling cables. This will give you a slight leg up in your job search once you get certified. You may have to get the CCNP to break into networking with no prior IT experience.
