Create a rule on the server that deleted items are purged every 30 days. Send out an email with read reciepts stating what will be happening. When they say they didn’t know wave the email in their face. I had owners of the company doing this at a previous gig. My boss here was doing it in G Suite until his son told him not to do it.

the last change we made was to make the deleted items folder empty upon exit without a prompt. We told the users about this, and warned the not to store anything in there, that’s what new folders and archives are for. Took 2 weeks for the one lady to understand what we meant.
