Is the Exchange server associated with this ost still online? If so, simply use Outlook, export to PST.

An OST is simply an offline copy. Just open Outlook, and manually export the mailbox to a PST.

A proficient tool you can have also check at( Software not available ) which is equipped with several different features and successfully exports all the mailboxes into PST without losing any previous uses data values. Just give a try.

No there are no free tools available for converting OST file to PST, Though there are so many demo version of software available which lets you to convert some items from OST file.
