I am running a windows server 2008 and installed shadow copies on the same file server . For a while users were able to open previous version folders. Now the users are not able to open any of the shadow copies, but local/domain admins are still able to access the shadow copies an error pop up " File location not found". The shadow copies are saved in the same location all the files are located and users are capable to use the file server.
I have already tried to set permission, recreate the shadow copy , set new users.

Are you getting any errors related to VSS in the event logs?
A little bit more information. Only domain admins/local admins to the server are able to restore previous versions. A domain user, who is the owner of the folder, is getting an access denied error. We have tried added the domain user to the local “Backup Operators” group, but still get the “access denied” error. We have tried recreating all shadow copies on the server, but haven’t had any luck.
We have removed the server from any Group Policy settings. That also did not work.
We don’t receive any VSS errors in event viewer. We have been working with Microsoft for over 3 months on this case and they have been unable to resolve it. Any information or suggestions would be great.
