This is a corrupted firmware issue and you will need to reinstall a base image on the device. You need to find the correct Recovery UI file ( V5.16.00.33.00_2015022623.hd )and copy it to the root directory on a USB flash drive and then insert that key into the usb slot. To force the download you need to press asterix, zero and number sign and hold while powering the device on.Hold the keys until the screen reads “Ready to download firmware” It will take about 1.5 minutes and then reboot machine. If it starts no problem you then need to calibrate the touch screen by holding zero while booting up.
