That particular form or of teleportation limitation was in The Boy’s. The guy could only teleport physical persons, but no clothing. Makes for an Awkward appearing.
I would limit Aquaman to only be superhuman while in water. The longer he is out of water, the more his super powers diminish. (was that a thing back in the old Aquaman / Sub-Mariner comics?)

I would change Superman so that he wasn’t infinitely powerful.

Like he can’t fly but he can leap over tall buildings in a single bound.
He can’t run [or fly] at light speed but he is faster than a speeding bullet.
As for strength, perhaps more powerful than a locomotive.

You can run really fast but you have to flap your arms and cluck like a chicken to do so.
