I have 3 admins setup, only 2 of us get notified on all tickets when they are opened. I want the 3rd user only to be notified when a ticket is assigned to them. Is that possible, and how do you do it?

You need to check the Notify Me checkbox in (Settings → User Accounts) for that user.
Been there, I want to know if someone can be notified only when they are assigned the ticket, not all unassigned tickets.

I follow - Spiceworks does not make the notifications that granular. Changes are global for all Admins/Users.
I believe this type of increased granularity wrt the notifications is a common request - check out the Feature Request forum for relevant threads and vote up their spiciness and leave your feedback!
You can always add that admin as a CC user, then assign them the ticket - at that point they will receive an email about the assignment change (as long as you have that setup in your notifications section).
We have an accounting user set up on our system & we actually use Spiceworks to issue our “POs”. So when someone puts in a ticket for a USB hard drive (example), we send our vendor a PO of “Ticket#8900” - then we CC our accounting user & assign it to them so that they can easily look at it & reconcile the books with it.
Works like a charm.
